Pretty easy actually... Here's the secret: Stay Active  Chat on IRC a lot and post (reply and post) on the ComNet regularily. Heh, I managed to skip two ranks, SGT to SGT MAJ. Also, have you considered joining the Fallen Angels? Even if you decide not to join the actual squad, you can still join the elite terrorist group.
