Based on my knowledge of history of war, I believe so.

Analyzing the enemy's psychology is the first step in fighting a war. Then, to completely make use of one's potential, supply would be a necessary link in the whole chain. To take an extreme example, it was not necessary to attack the enemy's headquarter when cutting off the supply was enough, since the enemy would lose without fighting.

---The Tactical Officer has been developing a historical campaign that will allow pilots to relive VE history and the birth of the Vast Empire Navy. This campaign will be an appetizer of things to come.

---The Navy's Domain is planned to be registered early June. This Fleet has some TOP HTML creators from the EH, so it will not be a disappointing page. The domain itself will have over 100MBs, unlimited aliases, and cgi. If possible, space may be allotted to commanders.

---The Naval Academy is nearing completion and will be accepting new recruits for their VE Basic Aviation Testing (see the Pilot Handbook). In addition, since none of you have your =A= certificate, you will need to go through the Academy as well.

---The VE Elite Guard is scheduled to be opened May 14th. The Guard will be for anyone who wishes to play online XvT and XWA for rank, money, and honor.

---In order to meet our goal of 75 members by Memorial day, members are encouraged to actively recruit new pilots into the Navy. Not only may the recruiter receive the Medal of Recruition, but additional medals and rank promotions are possible rewards. Remember to process all new recruits to the Flight Officer and soon the Training Officer for placement and training.
