If I remember correctly there was a program for Dark Forces, WDFUSE, that could do a bunch of stuff with all of the DF files, including VOC files I think. TIE and DF mostly use the same file formats (LFD for example) so it would probably work with TIE VOCs as well... It can be found at www.darkjedi.com probably, the programmer used to be part of the Code Alliance before going to LucasArts.
