It brings me great pleasure to announce the promotion of Admiral Scarecrow to the rank of Fleet Admiral. He may now promote anyone under his command to the rank of Admiral (Admiral still needs my permission first).

During his brief Fleet Commander training initiative he has proven the following to me:

1) Loyalty
2) Hard Work
3) Willing to learn new things
4) Initiative

Keep up the great work Fleet Admiral Scarecrow, you definately earned this rank through a lot of VERY hard work.
